Pursuant to the recommendation of J&K Services Selection Recruitment Board vide above referred letters and endorsement of Health & Medical Education Department vide letter No.ME/NG/New/GMC/01/2019-PF dated 18.03.2020, sanction is hereby accorded to the temporary appointment of the candidates listed in Annexure “A” to this order as “Telephone Supervisor” Audio Visual-Technician /Technician in Audio Visual Aids, Photograph and Artist” and “Technical Assistant /Technician (Opthal)” Health and Medical Education Department (Government Medical College Anantnag) Divisional Cadre Kashmir under Advertisement /item No. 038, 025 & 010 (01 of 2019) respectively under SRO-202 of 201 5 dated 30.06.2015.

Appointment in favour of selected candidate under category of Dietician whose recommendation is withheld, shall be issued only after release of “with held recommendations”from JKSSRB.

The appointment of these candidates shall be subject to the following conditions:

1. The appointed candidates who fail to join within a period of 21 (Twenty one) days from the date of issuance of the appointment order shall forego their right to appointment which shall be deemed to have been cancelled ab-initio without any further notice.

2. Verification/Genuineness of the qualification certificates and the reserved category certificates from the concerned issuing authorities and recognition of Institutions issuing degree/diploma.

3. The appointment of these candidates shall be governed by SRO-202 of 2015 dated 30.06.2015.

4. The appointees shall be governed by the “New Pension Scheme” as notified vide SRO-400 of 2009 dated 24.12.2009.

5. The interim arrangement made against the above posts under SRO 24 dated 10.01.2019 shall be deemed to have been terminated forthwith.

6. The appointment in Divisional cadre is not transferable from one Division to another or from one Medical College to another.

7. The salary of the appointees shall be drawn and disbursed only after receipt of the satisfactory character/antecedents report from Inspector General of Police, CID, J&K and genuineness of the qualification certificates and the reserved category certificates from the concerned issuing authorities.

8. The appointment of the above candidates is subject to the outcome of the writ petition, if any, pending on the subject in any competent court of jurisdiction.

9. The inter seniority of the above appointees shall be as per the merit secured by them in the selection process as indicated against each in the selection list furnished by the J&K Services Selection Board.

10. Each candidate shall give an undertaking in the shape of an Affidavit duly signed by 1 st class Magistrate to the effect that:

i. I will perform my duties to the best satisfaction of the Administration.

11. I will not participate in any kind of strike/protest or create indiscipline during my tenure in the college/Hospital under any circumstances.

iii. If the documents submitted by me are found wrong/incorrect at any point of time, my appointment shall be terminated immediately and criminal proceedings shall be initiated against me.

iv. In case, if any adverse report about my character/antecedents is received from CID/Police, I shall have no right to claim for appointment and my appointment as such, shall be deemed to have been cancelled ab-initio.

v. I will reside in the vicinity of the GMC Anantnag.

THE APPOINTED CANDIDATES SHALL BE ALLOWED TO JOIN ONLY ON PRODUCTION OF FOLLOWING DOCUMENTS:

1. Date of Birth Certificate.

2. Qualification Certificate (Graduation/Diploma).

3. Permanent residence certificate issued by the Competent Authority.

4. Medical Fitness Certificate.

5. Certificate from the concerned Deputy Director Employment and General Manager DIC to the effect that no loan under self employment scheme has been taken by the appointee.

6. Relevant Category Certificate, where applicable.

7. Any other document as required under rules.

NTA extended last date for making corrections of application forms.

The National Testing Agency (NTA) has extended the last date for making corrections in the application forms of the aspirants who are appearing in the NEET (UG)-2020 examination.

The decision was taken in wake of the directions issued by the Minister for Human Resource Development (MHRD), Dr Ramesh Pokhriyal Nishank.

As per the notification issued on Friday, the NTA has further expanded the scope of making corrections in the application forms.

“The scope now also includes changes in the choice of cities for centre opted by the candidates for NEET (UG)-2020. The decision has been taken in view of the hardships faced by the aspirants of NEET (UG) -2020 due to the COVID-19 epidemic,” the notification reads. The option to make corrections in forms will be available up to April 14, 2020.

Whereas, vide Notification No. 001- of 2020 dated 25-02-2020, Notice No. 003-BOPEE of 2020 dated 26-02-2020 & Notice No. 008-BOPEE of 2020 dated 06-03-2020, the candidates who had qualified NEET MD/MS/PG Diploma /MDS Examination 2020, conducted by the National Board of Examinations (NBE) were advised to submit online application for registration/ upload documents online for verification/determination of eligibility in accordance with the rules for preparation of the Provisional Merit List (PML) of candidates belonging to the UT of J&K/Ladakh etc., and;

Whereas, the last date for online registration / submission of documents which was initially fixed as 20-03-2020, was subsequently extended upto 29-03-2020 respectively and ;

Whereas, the Board, vide Notification No. 06-BOPEE of 2020 dated 03-04-2020, notified the list of candidates under Sports Category along with their ranks and also the list of candidates under Difficult Area Service etc. under SRO 201 of 2006 dated 15-6-2006 read with SRO 48 of 2018 dated 30-01 -2018. The candidates were also afforded an opportunity to make representation(s), if any, before the Board up to 08-04-2020 (2.00 PM) and:

Whereas, the Board had not received any of the representation(s)/complaint(s)/response(s) as per the list notified vide Notification no. 006- BOPEE-2020 Dated 03- 04-2020 in official website/leading newspapers till date i.e 08-04-2020 and, Whereas, online registration forms and the documents have been scrutinized by Examination section of the Board and, inter alia, it has been found/noticed as under:

1. Some of the candidates who had not qualified as per the result declared by the NBE had also submitted their documents online, and their candidature/ devoid of any merits and hence rejected. Also few candidates filled up the preliminary registration form only but did not upload any of their documents(s) at the time of registration and, therefore, their candidature is out rightly rejected being non fulfillment of statutory declarations/conditions,

2. Some candidates whose forms are deficient due to non issuance/availability of one or two documents) from head of respective/concerned departments, due to the Lock down announced by Govt, in connection with COVID-19 situation, have been provisionally approved,

3. Some candidates claiming benefit, under Reserved categories, who had not produced the certificates issued by the competent authority or had failed to upload the valid certificate(s) and were afforded an opportunity but failed to do so, have been considered under open merit category in case they are otherwise eligible to be considered under OM candidates.

4. Further, the candidates who failed to produce valid Difficult Area certificate in terms of SRO 201 of 2006 dated 15-6-2006 read with SRO 48 of 2018 dated 30-01-2018 have been considered under OM Category candidates provided that they are eligible within cut-off of merit score/ or have a valid category certificate and fall within the cut-off category score as the case may be. However, the Difficult Area Marks have been considered subject to being eligible in accordance with the rules (SRO 48 of 2018 dated 30-01-2018 read with SRO 201 of 2006 dated 15-06-2006) on the subject and added to the score obtained by the candidates;

5. Some of the candidates, who have been granted admission during 2018 and 2019 and are either pursuing PG Courses or have left the same midway/after the cutoff date prescribed by the Board had also applied for registration 2020, despite being ineligible under SRO 08 of 2005 read with SRO 48 of 2018 dated 30-01 -2018, and duly notified by the Board. Such candidates, who could be identified by the Board, have been declared ineligible vide Notification No. 06-BOPEE of 2020 dated 03-04-2020 and cannot compete further in the admission process. The Board is also contemplating taking further action against such candidates for applying for admission in 2020 not withstanding clear provisions of rules, and is notified by the BOPEE also.

6. Any other candidate figuring in the Provisional Merit List, but not eligible in terms of SRO 8 of 2005 read with SRO 48 of 2018, shall also not be eligible and be liable to further action for concealing the material facts before the Board.

NOW THEREFORE:-

1. Provisional Merit List (PML) of the candidates forming Annexure,,A”and”B”to this Notification in respect of MD/MS/PG Diploma & MDS courses candidates respectively for 2020 is hereby notified for information of the candidates which is inclusive of Difficult Area Marks as already notified vide Notification No. 06-BOPEE of 2020 dated 03-04-2020.

2. The list of candidates whose documents are deficient is annexed as AnnexureuC”to this notification as they failed to submit/upload one or other essentially required which shall have obtained by them from various departments which are closed due to COVID-19 Lock down. All such candidates are to be considered provisionally for inclusion in the PML with the condition that they shall submit their pending /deficient document(s) at the time of their admission, (if selected),to the Management Committee of respective allotted colleges during their joining time, otherwise their candidature(s) shall be treated as cancelled abinitio and shall lose their any claim.

3. The list of candidates, whose candidature has been rejected/for the reasons indicated herein above and shown against each is annexed as AnnexureuD”to this notification.

4. The following documents shall be required to be produced in the Board/lnstitution along with such other documents as may be felt necessary: –

a) Completion of internship by the candidates by or before 31 -03-2020 and production of documentary evidence with regard to same in the Board office immediately after its completion:

b) Degree completion certificates issued by the competent institution/ authorities wherever provisional certificates have been submitted by the candidates;

c) Submission of registration with the State Medical Council/State Dental Council in respect of candidates possessing certificates of other State/UT Councils;

d) ‘NOC in respect of in-service candidates including NHM candidates who are otherwise bound by Terms of Contract with the employer/ competent authority.

e) Other documents as notified from time to time or additional documents if any, as may be required;

5. Mere figuring in the Provisional Merit List shall not confer any right to any of the candidate(s) to participate in the admission process further, like in the Online filling up of preferences or allotment of a seat and shall and shall be on the basis of eligibility of the candidates and the number of candidates as may be allowed to participate in the further process in accordance with the conditions contained in the Information Brochure notified by the Board. Any candidate(s) found ineligible at any stage of admission process will be debarred from the process without any opportunity/notice whatsoever may be the reasons.

NOTE

1. The candidates, in their own interest, are advised to remain in touch with the BOPEE website www.jkbopee.gov. in regularly as the Online filling of preference Form for online allotment of seats shall be notified at a short notice. The candidates are also advised to go through the Information Brochure carefully and the procedures contained therein for filling up of Online preferences, etc.

2. An operative seat matrix shall also be notified along with the notification for online submission of preference forms in due course of time.

3. Any candidate(s) who desires to make the representation against the position assigned to him/ her in the Merit List may do so upto 14-04-2020 (02 PM) and submit the same online through email: helpdeskjakbopee@gmail.com. The representation(s) received after the prescribed date and time will not be entertained under any circumstances,

4. This notification of Provisional Merit List shall be without prejudice to the outcome of writ petition(s), if any, pending before the any competent Court of Law.

5. The Candidate namely Dr. Nadeem Bashir Pushoo figuring at Sr. No. 427 in annexure-A to this notification has been included in the list in terms of interim directions of the Hon’ble High Court dated 11.03.2020 passed in WP (C) No. 724/2020 titled Dr. Nadeem Bashir Pushoo v/s UT & Ors. The same is provisional and subject to further direction/final outcome of the writ petition from Hon’ble High Court.

JKGAD Official Order Annual Darbar Move of offices from Jammu to Srinagar for the Summer Session-2020.

Government Order No.464-JK(GAD) of 2020 Dated:-10.04.2020
Sanction is, hereby, accorded to the formal opening of the Annual Darbar Move offices for the Summer Session-2020 at Srinagar, on 04th May, 2020 (Monday) at 9:30 A.M. However, in view of the extraordinary circumstances due to COVID-19 Pandemic, arrangements as detailed hereunder, are hereby ordered to be made to ensure transaction of the Government business effectively:

1. The Civil Secretariat at Jammu shall continue to remain functional and the move employees shall work on “as is where is” basis i.e. Kashmir based staff shall work from Srinagar and Jammu based staff shall work from Jammu.

2. The move offices outside the Civil Secretariat, as indicated in Annexure-“A”, shall also continue to remain functional at Jammu/Srinagar, as per the mechanism at 1 above.

3. Administrative Secretaries shall make necessary arrangements to ensure the functionality in their respective departments, both at Srinagar and Jammu. Similar arrangements shall be put in place by the Heads of the Departments observing Darbar Move.

4. The Civil Secretariat Treasury and J&K Bank Moving Branch at Civil Secretariat shall be functional at both the places within the Civil Secretariat .viz; Jammu/Srinagar. The Finance Department shall put in place suitable mechanism for the purpose.

5. The dispensary of the Civil Secretariat shall remain functional at both the places within the Civil Secretariat. The Health & Medical Education Department shall put in place suitable mechanism for the purpose.

6. The move based employees of Kashmir Division, who are required to move Srinagar on account of Darbar Move, on 25th/26th April, 2020, shall be provided transport facility by the JKRTC. Such employees shall provide their particulars to the General Administration Department for issuance of appropriate passes, if required, for movement on National Highway.

7. The Estates Department shall provide accommodation to the Officers/offlcials, as per requirement.

8. The move employees shall be entitled for use of Ration Card at one place i.e. either at Jammu or in Srinagar only as per his/her convenience, for which the Department of Food, Civil Supplies & Consumer Affairs shall facilitate surrender/reissue of Ration Cards.

9. The Srinagar Municipal Corporation shall carry out extensive sanitation and fumigation drives in the Civil Secretariat, other move offices and the residential colonies along with the hotels, in which accommodation is provided to the employees, before the opening of offices at Srinagar on 04th May, 2020. Director Estates, shall provide the list of the residential colonies/hotels to the Commissioner, Srinagar Municipal Corporation for the purpose.

10. The office timing of the move offices shall be as under:-
Civil Secretariat, Jammu and Srinaqar 9:30 a.m. to 5:30 p.rn.
All Heads of the Departments located outside the Civil Secretariat and observing six days a week 10:00 a.m. to 4:30 p.m.

The above arrangement shall be reviewed after assessing the extent and spread of COVID-19 after 15th June, 2020.

What is corona virus

Corona viruses are a large family of viruses which may cause illness in animals or humans. In humans, several coronaviruses are known to cause respiratory infections ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS). The most recently discovered coronavirus causes coronavirus disease COVID-19.

What is COVID-19

COVID-19 is the infectious disease caused by the most recently discovered corona virus. This new virus and disease were unknown before the outbreak began in Wuhan, China, in December 2019.

What are the symptoms of COVID-19

The most common symptoms of COVID-19 are fever, tiredness, and dry cough. Some patients may have aches and pains, nasal congestion, runny nose, sore throat or diarrhea. These symptoms are usually mild and begin gradually. Some people become infected but don’t develop any symptoms and don’t feel unwell. Most people (about 80%) recover from the disease without needing special treatment. Around 1 out of every 6 people who gets COVID-19 becomes seriously ill and develops difficulty breathing. Older people, and those with underlying medical problems like high blood pressure, heart problems or diabetes, are more likely to develop serious illness. People with fever, cough and difficulty breathing should seek medical attention.

People can catch COVID-19 from others who have the virus. The disease can spread from person to person through small droplets from the nose or mouth which are spread when a person with COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person. Other people then catch COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. People can also catch COVID-19 if they breathe in droplets from a person with COVID-19 who coughs out or exhales droplets. This is why it is important to stay more than 1 meter (3 feet) away from a person who is sick.

Can the virus that causes COVID-19 be transmitted through the air?

Studies to date suggest that the virus that causes COVID-19 is mainly transmitted through contact with respiratory droplets rather than through the air. See previous answer on “How does COVID-19 spread?”

Can CoVID-19 be caught from a person who has no symptoms?

The main way the disease spreads is through respiratory droplets expelled by someone who is coughing. The risk of catching COVID-19 from someone with no symptoms at all is very low. However, many people with COVID-19 experience only mild symptoms. This is particularly true at the early stages of the disease. It is therefore possible to catch COVID-19 from someone who has, for example, just a mild cough and does not feel ill.

Can I catch COVID-19 from the feces of someone with the disease?

The risk of catching COVID-19 from the feces of an infected person appears to be low. While initial investigations suggest the virus may be present in feces in some cases, spread through this route is not a main feature of the outbreak. The ongoing research on the ways COVID-19 is spread and will continue to share new findings. Because this is a risk, however, it is another reason to clean hands regularly, after using the bathroom and before eating.

What can I do to protect myself and prevent the spread of disease

Protection measures for everyone

Stay aware of the latest information on the COVID-19 outbreak, available on the national,state and local public health authority. Many countries around the world have seen cases of COVID-19 and several have seen outbreaks. Authorities in China and some other countries have succeeded in slowing or stopping their outbreaks. However, the situation is unpredictable so check regularly for the latest news.

You can reduce your chances of being infected or spreading COVID-19 by taking some simple precautions:

•    Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap and water. Why? Washing your hands with soap and water or using alcohol-based hand rub kills viruses that may be on your hands.

•    Maintain at least 1 metre (3 feet) distance between yourself and anyone who is coughing or sneezing. Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth which may contain virus. If you are too close, you can breathe in the droplets, including the COVID-19 virus if the person coughing has the disease.

•    Avoid touching eyes, nose and mouth. Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose or mouth. From there, the virus can enter your body and can make you sick.

•    Make sure you, and the people around you, follow good respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then

dispose of the used tissue immediately. Why? Droplets spread virus. By following good respiratory hygiene you protect the people around you from viruses such as cold, flu and COVID-19.

•    Stay home if you feel unwell. If you have a fever, cough and difficulty breathing, seek medical attention and call in advance. Follow the directions of your local health authority. Why? National and local authorities will have the most up to date information on the situation in your area. Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also protect you and help prevent spread of viruses and other infections.

•    Keep up to date on the latest COVID-19 hotspots (cities or local areas where COVID-19 is spreading widely). If possible, avoid traveling to places – especially if you are an older person or have diabetes, heart or lung disease. Why? You have a higher chance of catching COVID-19 in one of these areas.

Protection measures for persons who are in or have recently visited (past 14 days) areas where COVID-19 is spreading

o Follow the guidance outlined above (Protection measures for everyone)

o Self-isolate by staying at home if you begin to feel unwell, even with mild symptoms such as headache, low grade fever (37.3 C or above) and slight runny nose, until you recover. If it is essential for you to have someone bring you supplies or to go out, e.g. to buy food, then wear a mask to avoid infecting other people.

Why? Avoiding contact with others and visits to medical facilities will allow these facilities to operate more effectively and help protect you and others from possible COVID-19 and other viruses.

o If you develop fever, cough and difficulty breathing, seek medical advice promptly as this may be due to a respiratory infection or other serious condition. Call in advance and tell your provider of any recent travel or contact with travelers. Why? Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also help to prevent possible spread of COVID-19 and other viruses.

The risk depends on where you are – and more specifically, whether there is a COVID-19 outbreak unfolding there.

For most people in most locations the risk of catching COVID-19 is still low. However, there are now places around the world (cities or areas) where the disease is spreading. For people living in, or visiting, these areas the risk of catching COVID-19 is higher. Governments and health authorities are taking vigorous action every time a new case of COVID-19 is identified. Be sure to comply with any local restrictions on travel, movement or large gatherings. Cooperating with disease control efforts will reduce your risk of catching or spreading COVID-19.

COVID-19 outbreaks can be contained and transmission stopped, as has been shown in China and some other countries. Unfortunately, new outbreaks can emerge rapidly. It’s important to be aware of the situation where you are or intend to go.

Should I worry about COVID-19?

Illness due to COVID-19 infection is generally mild, especially for children and young adults. However, it can cause serious illness: about 1 in every 5 people who catch it need hospital care. It is therefore quite normal for people to worry about how the COVID-19 outbreak will affect them and their loved ones.

We can channel our concerns into actions to protect ourselves, our loved ones and our communities. First and foremost among these actions is regular and thorough hand-washing and good respiratory hygiene. Secondly, keep informed and follow the advice of the local health authorities including any restrictions put in place on travel, movement and gatherings.

Who is at risk of developing severe illness

While we are still learning about how COVID-2019 affects people, older persons and persons with pre-existing medical conditions (such as high blood pressure, heart disease, lung disease, cancer or diabetes) appear to develop serious illness more often than others.

Are antibiotics effective in preventing or treating the COVID-19?

No. Antibiotics do not work against viruses, they only work on bacterial infections. COVID-19 is caused by a virus, so antibiotics do not work. Antibiotics should not be used as a means of prevention or treatment of COVID-19. They should only be used as directed by a physician to treat a bacterial infection.

Are there any medicines or therapies that can prevent or cure COVID-19

While some western, traditional or home remedies may provide comfort and alleviate symptoms of COVID-19, there is no evidence that current medicine can prevent or cure the disease. We does not recommend self-medication with any medicines, including antibiotics, as a prevention or cure for COVID-19. However, there are several ongoing clinical trials that include both western and traditional medicines. We will continue to provide updated information as soon as clinical findings are available.

Is there a vaccine drug or treatment for COVID-19

Not yet. To date, there is no vaccine and no specific antiviral medicine to prevent or treat COVID-2019. However, those affected should receive care to relieve symptoms. People with serious illness should be hospitalized. Most patients recover thanks to supportive care.

Possible vaccines and some specific drug treatments are under investigation. They are being tested through clinical trials.

The most effective ways to protect yourself and others against COVID-19 are to frequently clean your hands, cover your cough with the bend of elbow or tissue, and maintain a distance of at least 1 meter (3 feet) from people who are coughing or sneezing

Is COVID-19 the same as SARS?

No. The virus that causes COVID-19 and the one that caused the outbreak of Severe Acute Respiratory Syndrome (SARS) in 2003 are related to each other genetically, but the diseases they cause are quite different.

SARS was more deadly but much less infectious than COVID-19. There have been no outbreaks of SARS anywhere in the world since 2003.

Should I wear mask to protect myself

Only wear a mask if you are ill with COVID-19 symptoms (especially coughing) or looking after someone who may have COVID-19. Disposable face mask can only be used once. If you are not ill or looking after someone who is ill then you are wasting a mask. There is a world-wide shortage of masks, so We urge people to use masks wisely.

We advises rational use of medical masks to avoid unnecessary wastage of precious resources and mis-use of masks The most effective ways to protect yourself and others against COVID-19 are to frequently clean your hands, cover your cough with the bend of elbow or tissue and maintain a distance of at least 1 meter (3 feet) from people who are coughing or sneezing.

How to put on use take off and dispose of a mask?

1.    Remember, a mask should only be used by health workers, care takers, and individuals with respiratory symptoms, such as fever and cough.

2.    Before touching the mask, clean hands with an alcohol-based hand rub or soap and water

3.    Take the mask and inspect it for tears or holes.

4.    Orient which side is the top side (where the metal strip is).

5.    Ensure the proper side of the mask faces outwards (the coloured side).

6.    Place the mask to your face. Pinch the metal strip or stiff edge of the mask so it moulds to the shape of your nose.

7.    Pull down the mask’s bottom so it covers your mouth and your chin.

8.    After use, take off the mask; remove the elastic loops from behind the ears while keeping the mask away from your face and clothes, to avoid touching potentially contaminated surfaces of the mask.

9.    Discard the mask in a closed bin immediately after use.

10.    Perform hand hygiene after touching or discarding the mask – Use alcohol-based hand rub or, if visibly soiled, wash your hands with soap and water.

How long is the incubation period for COVID-19?

The “incubation period” means the time between catching the virus and beginning to have symptoms of the disease. Most estimates of the incubation period for COVID-19 range from 1-14 days, most commonly around five days. These estimates will be updated as more data become available.

Can humans become infected with the COVID-19 from an animal source?

Coronaviruses are a large family of viruses that are common in animals. Occasionally, people get infected with these viruses which may then spread to other people. For example, SARS-CoV was associated with civet cats and MERS-CoV is transmitted by dromedary camels. Possible animal sources of COVID-19 have not yet been confirmed.

To protect yourself, such as when visiting live animal markets, avoid direct contact with animals and surfaces in contact with animals. Ensure good food safety practices at all times. Handle raw meat, milk or animal organs with care to avoid contamination of uncooked foods and avoid consuming raw or undercooked animal products.

Can I catch COVID-19 from my pet?

While there has been one instance of a dog being infected in Hong Kong, to date, there is no evidence that a dog, cat or any pet can transmit COVID-19. COVID-19 is mainly spread through droplets produced when an infected person coughs, sneezes, or speaks. To protect yourself, clean your hands frequently and thoroughly.

How long does the virus survive on surfaces?

It is not certain how long the virus that causes COVID-19 survives on surfaces, but it seems to behave like other corona viruses. Studies suggest that corona viruses (including preliminary information on the COVID-19 virus) may persist on surfaces for a few hours or up to several days. This may vary under different conditions (e.g. type of surface, temperature or humidity of the environment).

If you think a surface may be infected, clean it with simple disinfectant to kill the virus and protect yourself and others. Clean your hands with an alcohol-based hand rub or wash them with soap and water. Avoid touching your eyes, mouth, or nose.

Is it safe to receive a package from any area where COVID-19 has been reported?

Yes. The likelihood of an infected person contaminating commercial goods is low and the risk of catching the virus that causes COVID-19 from a package that has been moved, travelled, and exposed to different conditions and temperature is also low.

Is there anything I should not do?

The following measures ARE NOT effective against COVID-2019 and can be harmful:

•    Smoking

•    Wearing multiple masks

•    Taking antibiotics (See question 10 “Are there any medicines of therapies that can prevent or cure COVID-19?’)

In any case, if you have fever, cough and difficulty breathing seek medical care early to reduce the risk of developing a more severe infection and be sure to share your recent travel history with your health care provider.

Pursuant to the Administrative Department’s letter No: ME/NG/New/GMC/03/2019-PF dated 18-03-2020 and the recommendations of the J&K Service Selection Board, Jammu vide No. SSB/Secy/Sel/J/37/2020/1947*80 dated 11-03*2020, sanction is hereby accorded to the temporary appointment of 06 candidates as per Annexure I to this order against the post of “Radiographic Technician” in the Govt. Medical College Doda, Divisional Cadre Jammu in the pay band of PB-1(5200-20200) with grade pay of Rs,2400 (Pre revised) now revised to Level 4 (25500-81100) with immediate effect.

The appointment of these candidates shall be subject to the following conditions:

01. The appointees are directed to report Principal, Government Medical College. Doda within 21 days after the date of issuance of this appointment order along with all the original certificates, two photocopies of all educational and other concerned certificates. The appointees shall be allowed to join only on production of the following certificates in original:

i. Date of birth certificate

ii. Qualification certificate

iii. Permanent resident certificate issued by the competent authority.

iv. Health certificate

v. Certificate from the concerned Deputy Director, Employment and General Manager, DIC to the effect that no loan under self-employment scheme has been taken by the appointee.

vi. Relevant category certificate, where applicable.

vii. Any other documents as required under rules.

02. Each appointee shall give an undertaking in the shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the inspector General of Police (C1D), J&K to whom a reference shall be made by this office, the candidate shall have no right claim his/her appointment and his/her appointment as such, shall he deemed to have been cancelled ab-initio.

03. The appointment of candidates is subject to verification/genuineness of the qualification certificates and the reserved category certificates from the concerned issuing authorities.

04. The salary of the appointees shall not be drawn and disbursed to them unless the satisfactory report in respect of (01) and (02) above are received in their favour.

05. The appointment of these candidates shall be governed by SRO-202 of 2015 dated 30-06-2015.

06. The appointees shall be governed by the “New Pension Scheme as notified vide SIiO-400 of2009 dated 24-12-2009.

07. The appointment in Divisional cadre is not transferable from one Division to another or from one Medical College to another.

08. The appointment of the selected candidates shall further be subject to outcome of writ petitioner(s), if any, pending on the subject in any court of competent jurisdiction.

09. The inter-seniority of the above appointees shall be as per the merit secured by them in the selection process as indicated against each in the select list furnished by the J&K Services Selection Board.

10. The candidates who have fail to join this office within the stipulated time period of 21 days forego their right of appointment which shall be deemed to have been cancelled ab-initio without any further notice as per the instructions issued by the Gen, Administration Department vide circular No.OS-JK(GAD) of 2019 dated 04-12-2019.

MHA issues Consolidated Revised Guidelines for the Containment of COVID-19 epidemic in the Country

Additional activities exempted from Lockdown Measures under the Revised Guidelines, to come into effect from 20th April, 2020

1. Transportation of goods will be permitted without any distinction of essential or non essential.

2. Farming operations, including procurement of agricultural products, agriculture marketing through notified Mandis and direct and decentralized marketing, manufacture, distribution and retail of fertilizers, pesticides and seeds; activities of marine and inland fisheries; animal husbandry activities, including the supply chain of milk, milk products, poultry and live-stock farming; and tea, coffee and rubber plantations are allowed to be functional.

3. To provide an impetus to the rural economy, industries operating in rural areas, including food processing industries; construction of roads, irrigation projects, buildings and industrial projects in rural areas; works under MNREGA, with priority to irrigation and water conservation works; and operation of rural Common Service Centres (CSCs) have all been allowed. These activities will create job opportunities for rural labor, including the migrant labor force.

4. Manufacturing and other industrial establishments with access control have been permitted in SEZs, EoUs, industrial estates and industrial townships after implementation of SOP for social distancing.

5. Manufacture of IT hardware and of essential goods and packaging are also allowed.

6. Coal, mineral and oil production are permitted activities. It is expected that the industrial and manufacturing sectors will see a revival with these measures, and will create job opportunities while maintaining safety protocols and social distancing.

7. At the same time, the important components of the financial sector like RBI, banks, ATMs, capital and debt markets as notified by SEBI and insurance companies will also remain functional, with a view to providing enough liquidity and credit support to the industrial sectors.

8. Digital economy is critical to the services sector and is important for national growth. Accordingly, e-commerce operations, operations of IT and IT-enabled services, data and call centres for Government activities, and online teaching and distance learning are all permitted activities now.

9. The revised guidelines also permit all health services and the social sector to remain functional; public utilities to function without any hindrance; the supply chain of essential goods to operate without any hindrance; and, important offices of Central and State Governments and local bodies to remain open with the required strength.

CSIR-UGC NET JUNE-2020 Complete Details.

The National Testing Agency (NTA) has been established by Ministry of Human Resource Development (MHRD) as an independent/autonomous, self-reliant and self-sustained premier testing organization.

The conduct of the Joint CSIR- UGC NET Examination has been entrusted to the NTA by CSIR, Government of India. Only bonafide Indian Citizens are eligible for the test. CSIR-UGC NET Fellowship is tenable in India. The NTA will conduct the next Joint CSIR-UGC NET for Junior Research Fellowship and eligibility for Lectureship (LS)/ Assistant Professor on 21 June 2020 for following subjects:

  1.  Life Sciences
  2.  Physical Sciences
  3. Chemical Sciences
  4.  Earth, Atmospheric, Ocean and Planetary Sciences
  5.  Mathematical Sciences

The Test will be conducted in two different shifts as given below:

GENERAL GUIDELINES

  1. Admission to the above programmes shall be made on the basis of Central Universities Common Entrance Test (CUCET) to be conducted jointly by fifteen (15) participating Central Universities, 4 state Universities and National Institute of Technology Tiruchirappalli (N1T-T) would be made on the basis of Central Universities Common Entrance lest (CUCET) at various centres located across the country
  2. CUCET-2020 provides facilities for apply ingto admission to these Universities by single examination process with nominal examination fees.
  3. Eligible candidates shall have to apply ONLINE through CUCET website www cucetexam in OFFLINE application will NOT be accepted
  4. Candidates who are appearing in the final examination of the qualify ing degree, wherever applicable are also eligible to apply. However, at the time of counselling/admission, such candidates shall have to produce the original marks heel /degree certificate, failing which their candidature shall not be considered for admissions.
  5. The selection of candidates shall be strictly based on the merit scored in the Entrance Examination and other criteria prescribed for the purpose by the University.
  6. Reservation for SC/STO BC/EWST WD candidates shall be as per Central Govt of India (GOI) norms only.
  7. It is to be noted that OBC category shall not belong to creamy layer and are required to submit the certificate in a Govt of India prescribed format.
