Important Instructions for Candidates appearing in KAS Exam, KAS Exam Do’s and Don’ts

Combined Competitive (Preliminary) Examination, 2016 Important Instructions

It is re-iterated that the J&K Combined Competitive (Preliminary) Examination, 2016 shall be conducted on 19.03.2017 in two Sessions as under:-

Forenoon Session – 10:00 AM to 12:00 Noon

Afternoon Session – 02:00 PM to 04:00 PM


The Admit Cards are available on the Commission’s website http://www.jkpsc.nic.in. However, in case, a candidate is not able to download his/her admit card and his name doesn’t figure in the deficiency/rejection notice no.06 –PSC/Exam/2017 dated: 27.02.2017, he or she may represent before the Commission by or before 10.03.2017 with a valid proof of having filled in Online Application form and bank challan duly signed with date of deposition of fee, failing which it shall be presumed that they are not interested in appearing in the said exam and no claim whatsoever after 10.03.2017 shall be entertained. The candidates are advised to take a printout of the admit card well in advance to avoid last minute rush. In past cases have been noticed where some candidates have faced difficulty in accessing the server on the last day on account of server overload.

Further the candidates are advised to adhere to the following instructions during the examination:-


1. Candidates shall carry Admit Card in the allotted examination centre to secure admission to the examination hall. Always keep the Examination Admit Card with you and show it to the supervisory staff on duty as and when required/demanded.

2. Do not write anything related or un-related to Examination on your Admit Card.

3. Candidates should be seated in the examination hall 20 minutes before the commencement of the examination.

4. Candidates should carefully read the instructions given on the back side of the response sheet as well as on the question paper. Page 2 of 3

5. Check the Admit Card carefully and bring discrepancy, if any, to the notice of J&K Public Service Commission immediately.

6. You are responsible for safe custody of this Admission Certificate and in the event of any other person using this certificate the onus to prove that you have not used the services of any impersonator shall lie on you.

7. Ensure that you are seated in the Examination hall 20 minutes before the scheduled time of commencement of the examination.

8. Before entering into the campus of the Examination Hall, make sure that you are not in possession of the Mobile Phone/Programmable Calculators or any unauthorized/incriminating material. In case you are found in possession of any unauthorized material during the examination, you shall be disqualified for such examination(s).

9. If you appear at a centre/venue other than the one notified/ allotted by the Commission, your Answer Sheets shall not be evaluated and your candidature will be liable to cancellation.

10. You should bring your own instruments viz. blue/black ball point pen, drinking water bottle etc. No borrowing or exchange of articles would be allowed in the examination hall.

11. You shall not be permitted to leave the examination hall untill expiry of full time (i.e. two hours).

12. In Examination hall, you shall be provided an OMR answer sheet and question booklet. You should read the instructions carefully on the back side of OMR sheet before filling in the item Nos.1-8. Item No. 9 is to be filled up by the invigilator.

13. The examination is Multiple Choice Type. Each question will have 04 options marked as A,B,C & D. You should choose the correct option and darken the corresponding oval on your OMR answer sheet by Blue or Black ball point pen.

14. The oval should be fully darkened, without causing any damage to the Response Sheet.

15. You should make your own arrangements of boarding and lodging, PSC shall not defray any TA/DA expenses.

16. Your candidature to examination is provisional, subject to the fulfillment of Eligibility Criteria.

Note: In case you find any discrepancy, in the test booklet in any question(s) or the Responses, a written representation explaining the details of such alleged discrepancy, be submitted within three days, indicating the Question No(s) and the Test Booklet Series, in which the discrepancy is Page 3 of 3 alleged. Representation not received within time shall not be entertained at all.

Furthermore, concerned Invigilators deployed by the Supervisors for such duty may ensure that the above instructions issued to the candidates are followed by the candidates strictly. Any laxity on the part of invigilation staff shall be viewed seriously.

ORDER No. 208-DCP of 2017 Dated: 06-03-2017 On the basis of recommendations made by SSB vide above referred communications and pursuant to the approval of Administrative Department Vide Letter No. PDD/VI/K/22/2015-Part-III dated. 28-02-2017, sanction is hereby accorded to teh temporary appointment of candidates as Tech-III (5200-20200+1900GP) in Power Development Department in respective District Cadre and Divisional Cadre showin in Annexure given as under. However, the appointment shall be governed under SRO-202 of 2015 dated. 30-06-2015 (fixed pay) with regard to Fixation of Pay, Increments, Dearness Allowance, H.R.A Allowance, Transfer and other allowances read with other relevants rules;-

1. Annexure “A” District Cadre Srinagar

2. Annexure “B” District Cadre Shopian

3. Annexure “C” Divisional Cadre Kashmir 1

The appointees shall report to Chief Engineer’s concerned shown against each within a period of “21” days from the datea of issue of appointment order. In case of failure their appointment shall be deemed to have been cancelled without any further notice.

2 The Appointees shall be allowed to join only after production of the following certificates in original:-


i. Academic Qualification Certificate.

ii. Technical Qualification Certificate

iii. Matriculation/ Date of Birth Certificate

iv. Health Certificate from concerned Chief Medical Officer of the District.

v. Permanent Resident Certificate isued by the Competent authority.

vi. Certificate from the concerned District Inudstries Center (DIC) and District Employment and Counseling Center to the effect that no loan under self Employment Scheme has been taken by the appointee.

vii. Reserved Category Certificate only.

3 The appointment of the candidates as Technician-III in Power Development Department shall further be subject to the condition that:-

i. The appointees shall submit an Affidavit at the time of joining undertaking therein taht incase any adverse report about thei r character and Antecedents is received from the office of the ADGP, CID, J&K to whom a reference shall be made by the concerned Chief Engineers, the candidates shall have no right to claim his appointment as Technician-III in the Power Development Department and their appointment as such shall be deemed to have been cancelled ab-initio.

ii Verification/ Genuiness of the qualification / Technical Reserved Certificate and other Certificates from the concerned issu – ing authorities.

iii The salary of the appointees shall be drawn and disbursed only after satisfactory reports in respect of (i) and (ii) above are received in their favour.

iv The appointees shall be on probation for a period of “05” years and after completion of all requisite formalities their services shall be declared as permanent as provided under rules.

v. The appointment of the above candidates shall be Governed by the “New Pension Scheme” as per SRO-400 dated. 24-12- 2009.


vi. The Inter-Se-Seniority of appointees shall be determined in accordance with the merit position acquired during selection of SSB and in terms of Jammu & Kashmir Civil Service (Classification, Control and Appeal) rules, 1956.

vii. The appointment shall be further subject to the outcome of any writ petition (s) pending before the Hon’ble Court

Important Notification regarding physical tests (PET/PMT) for J&K Police

Event schedule of Migrant Candidates for physical tests (PET/PMT) for recruitment of Constables in J&K Police under TRP 2016-17.

Ref: Police Hqrs Advertisement issued under endorsement No. Pers- A-38 /2016/59220-320 Dt: 08-10-2016.



For the recruitment of Constables in J&K Police, advertised vide above reference notice, the J&K Police Recruitment Board (PRB) has formulated the schedule for conduct of physical Endurance Test (PET) and other prescribed tests in respect of candidates belonging to Jammu Province which shall commence w.e.f 20.03.2017.

All such migrant candidates with permanent residential address in Kashmir valley but presently residing outside the valley and have applied for the post of Constables in J&K Police from their District of Domicile who s are unwilling to appear in their physical tests in Kashmir valley are hereby directed through the medium of this notice that their physical tests will be conducted on 29/03/2017 at Gulshan Ground Jammu.




The candidates are advised to visit J&K Police website http://www.jkpolice.gov.in and submit an undertaking duly signed by them reflecting therein their willingness regarding the same upto 17 /03/2017. They can download their admit cards from the above quoted J&K Police website from 20/03/2017 onwards. The candidates will be allowed to participate in the physical tests only after the production of their admit cards and valid ID proof. The Candidates shall bring with them all original documents along with their proof of migration on day of their physical test.

No such claim shall be entertained after the expiry of last date fixed for this purpose i.e. 17/03/2017.
